Within the framework of the project in 2013, OLYMPEX ADVISERS specialists provided consulting services for the development and legal support of the draft Law of the Republic of Kazakhstan On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on the Organization and Holding of the International Specialized Exhibition EXPO-2017 in Astana.
The law is aimed at creating favorable conditions for the organization and holding of the International Specialized Exhibition EXPO-2017 in Astana, which will attract investments in the construction of the infrastructure necessary for holding EXPO-2017, will ensure the safety of visitors and participants of EXPO-2017, will promote the introduction of new innovative technologies, the development of the tourism industry, and the attraction of investments in the “green” economy of the Republic of Kazakhstan.
Within the framework of this project, a study and analysis was provided regarding the international experience of legislative support for holding the International Specialized Exhibition EXPO in various countries; materials were prepared for submitting draft laws for consideration and approval to state bodies, the Office of the Prime Minister of the Republic of Kazakhstan, the Mazhilis of the Parliament of the Republic of Kazakhstan; consulting support was provided for the approval of the draft law at all stages of the legislative work, starting with the development of the concept.
In addition, OLYMPEX ADVISERS provided legal support for the development and approval with interested state bodies of the Republic of Kazakhstan and international bodies of the draft Resolution of the Council of the Eurasian Economic Commission. By this Resolution, the list of categories of goods in respect of which a special customs procedure can be established and the conditions for such goods to be subject to application of such a customs procedure approved by Resolution of the Customs Union Commission No. 329 dated May 20, 2010 were amended to ensure the holding of the International Specialized Exhibition EXPO-2017 in Astana.
Based on Resolution of the Council of the Eurasian Economic Commission No. 50 dated July 16, 2014, foreign goods transported across the customs border of the Customs Union and intended for the organization and holding of the International Specialized Exhibition EXPO-2017 in Astana shall be subject to a special customs procedure in the Republic Kazakhstan without paying customs duties and taxes, as well as without applying non-tariff and technical regulation measures.
The result of the work was the adoption of Law of the Republic of Kazakhstan No. 151-V dated December 3, 2013 On Amendments and Supplements to Certain Legislative Acts of the Republic of Kazakhstan on the Organization and Holding of the International Specialized Exhibition EXPO-2017 in Astana.
